Kelluu Brings Autonomous Airships to Canada—and Sets its Sights on the Arctic
Kelluu, a company that describes itself as having the world’s largest autonomous airship fleet, has announced it is joining a Canadian-based technology hub.
Finland’s Kelluu has taken a bold step towards positioning itself for market entry and airship testing in the Canadian Arctic. The move gives the company a strategic foothold from which to pitch its lighter-than-air systems, airships that were specifically designed for persistent Arctic surveillance and communications.
The location Kelluu has chosen for its Canadian operations is a high-tech research, development, and test complex called Area X.O, operated by Invest Ottawa. The goal of the government-sponsored tech hub is to help creators build and test smart mobility, autonomous vehicles, drones, and advanced communication systems.
Kelluu’s Canadian arrival is not entirely new: the company demonstrated its airship at Area X.O during CANSEC 2026, before announcing its Canadian expansion. Kelluu’s head of engineering, Niko Kuikka, credited Invest Ottawa with helping get the company’s Canadian operations off the ground, a statement which suggests preliminary talks were underway well before the announcement.
Influential Neighbors at Area X.O – NATO and the Canadian Armed Forces
Kelluu’s choice of locations is well calculated, since the Area X.O site also serves as the NATO test center for the Defence Innovation Accelerator for the North Atlantic, or DIANA program. Kelluu’s announcement describes Area X.O as Ottawa’s emerging national defence innovation hub bringing together industry, government, research institutions, and the Canadian Armed Forces.
Janne Hietala, Kelluu’s chief executive, describes the location as an ideal platform for the growing airship company. “There’s a ready-made ecosystem to step into, and the right people to start building with quickly,” Hietala explained in the July 28 announcement, going on to connect the two northern nations’ defense goals. “Finland and Canada share a deep understanding of what it takes to operate in Arctic conditions; our vision of persistent autonomy in Canada begins right here.”
From Finnish Start-Up to Influential Aerial Surveillance: The Kelluu Story
Kelluu was founded in 2018 and is based in Joensuu, eastern Finland’s North Karelia region. From the beginning, the company’s goal was to build and fly autonomous airships, with an operator setting a destination rather than flying the airship directly. Kelluu has recently overcome some key hurdles, with the company saying its fleet has logged more than 31,000 mi (50,000 km) from bases in Finland and Sweden.
Kelluu has described itself as a dual-use operator, with its civilian work in Finland covering forest monitoring, critical infrastructure inspection, weather data collection, and the production of high-resolution three-dimensional models of an area built from aerial data to show change over time. Those civilian applications translate readily to Canadian terrain, where large forested and remote regions are expensive to survey by conventional aircraft.
Autonomous Airships: How it Works
The current generation of Kelluu airships are impressive-looking aircraft, with equally impressive statistics. Each airship is roughly 40 ft (12 m) long and uses a hydrogen-filled envelope to give the airship its shape and its lift. The hydrogen also feeds fuel cells, which, in turn, drive generators and propel the electric motors.
So far, payloads have included cargo such as multispectral and thermal cameras and lidar, a laser-based scanner used to build detailed terrain models, and cellular communications equipment. In an April interview, Hietala reported that the airships have so far flown missions of roughly 12 hours, with operating altitudes between 3,300 to 6,600 ft (1,000 to 2,000 m).
The missions flown have so far been within a conservative 120 mi (200 km) range, and the company’s data states that five airships working from a single base can cover an area of roughly 11,600 mi² (30,000 km²).
That last figure is an intriguing one for the Canadian North, where area covered per base is a key practical constraint. Road networks are sparse, airstrips few and far apart, so the cost of putting any asset over a given patch of ground is driven largely by how far it has to travel to get there.
Arctic Defence Talk is Heating Up
Kelluu’s expansion comes as Canada is moving to implement the defence commitments made at NATO’s 2025 Hague Summit, committing to raise defense spending to five percent of GDP by 2035—with a share directed toward Arctic infrastructure and northern operations.
In recent years, several nations have been visibly stepping up their claims of access to the Arctic, putting Canada’s sovereignty into the spotlight. A result is Canada’s 2022 commitment of C$38.6 billion, something the Canadian government describes as a 20-year plan for NORAD modernization. The funds are spread over roughly two decades, with the intended allocations to include a new Northern Approaches Surveillance System.
The Arctic Over-the-Horizon Radar program, A-OTHR, fits in that funding allotment and is designed for long-range detection and tracking of threats approaching through Canada’s northern and Arctic angles.
Canada is building the system using Australian radar technology with agreements involving Australia and BAE Systems Australia (formalized in Canberra in June, 2026), and program capability is anticipated for December 2029.
The A-OTHR program serves a very different purpose from a low-altitude platform carrying optical, thermal, or other sensors over a particular area. Finding new ways to offer aerial surveillance over the inhospitable terrain has proven challenging, and that is where Kelluu’s airships might come in.
Over-the-horizon radar intends to solve one strategic problem: understanding what is approaching North America from the north, but only at ranges measured in thousands of kilometers. The radar system is not intended to provide detailed, persistent observation of a particular stretch of coastline, pipeline corridor, or airstrip.
Radar Constraints Open the Door for Airships
The discussed radar system has a minimum range as well as a maximum one. A-OTHR relies on high-frequency radio waves refracting through the ionosphere, meaning its coverage has different operating characteristics from conventional radar.
Those operating parameters offer different problems requiring different sensors at different altitudes—exactly where Kelluu is betting that a long-endurance airship carrying cameras and communications payloads will fit.
Airships are being increasingly viewed as a viable, innovative platform for Arctic security and logistics, and those capabilities are key talking points in the Canadian Arctic. Kelluu’s main selling point is the impressive aerial persistence, the ability to maintain useful communications and surveillance overhead more or less continuously.
Kelluu’s lighter-than-air platforms have proven themselves in persistent maritime surveillance and communication relay capabilities across vast northern regions where traditional infrastructure is sparse.
The autonomous airships are listed by Kelluu as operating in a niche point between satellites and drones. Satellites cover enormous areas, but their revisit patterns and sensor characteristics can limit persistent observation of a particular location. Small drones deliver high-detail surveillance, but only with a limited flight time. Crewed aircraft can provide both capabilities, but generally at considerably greater operating cost for persistent, low-altitude surveillance.
Cold Weather and Jamming
Faced with the extreme weather of Canada’s northern regions, it makes sense that airship performance within cold conditions is central to the sales pitch. A recent NATO Innovation Fund, one that led Kelluu’s Series A earlier this year, touched on those cold-weather capabilities.
The NATO-driven report stated that the airships were able to operate in temperatures as low as minus 27 F (minus 33 C), cold-weather engineering that is directly relevant to Canadian conditions.
Communications and navigational jamming is also a key consideration for Canada, but that is one area that Kelluu has already been forced to confront as a result of the company’s location. Kelluu’s base in Joensuu sits near the Russian border, which has meant routine exposure to GPS jamming and spoofing ever since the beginning of the Russia-Ukraine conflict.
It’s a technology being developed in an environment where satellite navigation interference is an operational reality. Company literature reports that NATO exercises have confirmed the airships can build accurate situational awareness in areas where satellite signals are jammed, along with operability within NATO systems, cold-weather performance, and the ability to serve as a mobile 5G base station.
Drawing on a Proven Track Record within the NATO Alliance
In 2024, Kelluu joined NATO’s Defence Innovation Accelerator for the North Atlantic, known as DIANA. Kelluu is one of 15 companies chosen for the program’s second phase. Kelluu’s airships have already conducted missions in Norway with NATO Maritime Command, and the NATO Innovation Fund president, Ari Jonsson, called the company’s path from DIANA participant to the Canadian expansion as the kind of trajectory the Innovation Fund team wants to see more often, and pointed to Canada’s geography and innovation base as reasons it made a logical next market.
What Happens Next
The timing of Kelluu entering Canada may prove significant. Hietala said in April that a second-generation airship capable of multi-day flights was expected later in 2026, and If that endurance target is achieved, Kelluu’s Canadian expansion could arrive just as its technology moves closer to the persistent, round-the-clock coverage that makes the platform particularly useful for the Arctic.
Invest Ottawa vice president Jens Michael Schaal said the organization is looking forward to strengthening collaboration between Canada and Finland regarding Arctic security, resilience, and operational readiness. What that looks like is still up for interpretation, but it appears Kelluu is not holding anything back.
